Shopping bags
Simply fill the bags with items until the desired weight is reached. Be careful not to overload them as plastic bags have a habit of breaking when you least want them too!

They're are the sorts of things that hang around the house long after they're used so most people are happy to get rid of them. If not, go to your local sports store and price a set of 5lb and a set of 10lb. They should keep you budy for a while
